在全面推进依法治国过程中,从立法层面增添公开审议记录的工作,有利于法治国家的建设,保障法治事业的发展,提高法律人职业素养。公开法律案审议记录,只是一项比较简单的工作。只需在审议过程增添一位工作人员负责将代表们的意见一一记录下来,形成文件,并且通过公报、报刊等形式对外公布。不过正是这一项看似简单的工作,却能够提高立法质量,提升人大代表素质,有利于法律解释与实施,提供法律素材,普及法律知识,提高公众法治意识。
In promoting the rule of law in an all-round way, adding a record of public deliberation from the legislative level is conducive to building a country under the rule of law, safeguarding the development of the rule of law and raising the professionalism of lawyers. It is just a relatively simple task to open the record of the legal case. It is only necessary to add a staff member during the review process to record the opinions of the deputies one by one, form a document, and publicize them in the form of gazettes, newspapers and the like. However, it is this seemingly simple task that can improve the quality of legislation and enhance the quality of NPC deputies, which is conducive to legal interpretation and implementation, providing legal materials, popularizing legal knowledge and raising public awareness of the rule of law.
