推进公立医院改革的中国式约束条件包括人口多且穷的基础;办医的资源动员不足,财政难以负担数量庞大的公立医院;公立医院结构扁平,管理不善,效率低下,监管制度不完善等。可以进行资源总动员为公立医院减压,强化内部治理为财政减负;通过整合和转制来优化公立医院结构,走渐进式改革路径推进改革。
Chinese-style constraints to promote the reform of public hospitals include the basis of a large population and poor population; the mobilization of medical resources is insufficient; public hospitals with large numbers of public finance are difficult to afford; public hospitals are characterized by flat structure, poor management, inefficiency and imperfect regulatory system. Resources mobilization can be carried out for the public hospital decompression, strengthen internal governance for the financial burden; through the integration and restructuring to optimize the structure of public hospitals, take the gradual reform path to promote the reform.
