今年5月份,建设部下发了《关于征求<建筑业企业资质标准框架>(征求意见稿)意见的通知》,将对施行近10年的建筑施工资质标准进行修订。该意见稿对资质标准的框架做了较大的修订,其中包括取消预拌混凝土、混凝土预制构件的专业承包企业资质。意见稿认为“预拌商品混凝土应由使用产品的施工企业检验把关,并对工程质量承担相应的责任;且该行业自律机制较为完善,可以起到规范市场的作用。”“混凝土预制构件的质量在进入施工现场前就已由使用产品的施工企业检验把关,没有必要设置专业企业资质。”这样的修改对混凝土行业来说是利是弊?将会对混凝土行业产生怎样的影响?本期特别策划将邀请业内人士探讨他们对此事的看法。
