据全国总工会消息,由于社会保障制度和破产法未能及时制订和施行,职工在业贫困、企业名存实亡状况加剧.造成700万职工目前生活困难的原因是:一、停产半停产、亏损企业数量居高不下.据国家统计局统计,1993年上半年全国企业亏损面为30.9%,比上年同期虽有所下降,但亏损额上升.有的双停企业停产时间已达2、3年.特别是原来一些效益较好、上缴利税较高的大型企业,去年也由于市场变化和政策调整等多种因素而转入到亏损企业行列.
