1989年5月21日,邓小平在向党的第三代中央领导集体交班时,语重心长地说了一番话:“党内无论如何不能形成小派、小圈子。”“自我评论,我不是完人,也犯过很多错误,不是不犯错误的人,但是我问心无愧,其中一点就是从来不搞小圈子。”“小圈子那个东西害死人呐!很多失误就从这里出来,错误就从这里犯起。你们是要在第一线顶着干工作的,所以我今天要讲这一点。”这既是邓小平对新一届中央领导集体的谆谆告诫,也是他对自己一生政治生涯的自我总结。坚决反对“小圈子”构成了邓小平一生鲜明的政治特质。
