十八大报告中提出,坚持计划生育的基本国策,提高出生人口素质,逐步完善政策,促进人口长期均衡发展。十八大后,各级党委、政府要求对计划生育工作只能加强,不能削弱,要求进一步建设和完善利益导向机制,加快信息化建设。同时,开展当前人口计生工作要求各级人口计生工作人员充分尊重群众的合法权益,从严依法行政,自觉接受媒体和舆论的监督。更高的工作标准和更加严格的工作要求,向我们指明了做好新时期人口计生工作的新的思考方向。
The 18th National Congress of the Communist Party of China (CPC) pointed out that adhering to the basic national policy of family planning, raising the quality of the population born, and gradually perfecting policies to promote the long-term balanced development of the population. After the 18th CPC National Congress, Party committees and governments at all levels demanded that their work on family planning be reinforced only by weakening them and that they should further establish and improve the interest-oriented mechanism and accelerate the construction of informatization. At the same time, carrying out the current population and family planning work requires population and family planning workers at all levels to fully respect the legitimate rights and interests of the masses, strictly administer according to law, and consciously accept the supervision of the media and public opinion. Higher standards of work and stricter work requirements have pointed out a new direction of thinking for doing a good job in population and family planning in the new era.
