党的十六大以来,以胡锦涛同志为总书记的党中央在理论创新和实践创新中,形成和提出了三个“总体布局”的战略思想,即“中国特色社会主义事业的总体布局”、“外事工作的总体布局”和“党的建设的总体布局”。这三个“总体布局”的思想,分别从内政、外交、党建的角度阐述了党在新时期新阶段的理论创新,表明了我们党对共产党执政规律、社会主义建设规律和人类社会发展规律的认识达到了一个新的高度。
