突发事件,是指那些群众暴力犯罪、群体械斗骚乱、集体上访闹事、冲击党和国家机关等由公安机关直接处置或协助处理的危害公共安全的突发性情况。突发事件对社会所造成的危害,是一般刑事案件所不能比拟的。公安机关要维护社会秩序的安定,保障经济建设的顺利进行,必须认真研究和掌握突发事件的引发规律,正确处理和驾驭社会矛盾,提高斗争艺术和效能,预防和减少突发事件的危害,为改革和建设创造安定的社会环境。
Emergency refers to the sudden endangering of public safety that is directly handled or assisted by the public security organs such as the party and the state organs, which are violent mass crimes, mass fights and riots, mass petitions and raids.
