近年来,卫生防疫机构在改革中逐步走出经费危机——社会效益低下的不良循环,经费补偿机制得到初步确立,卫生防疫工作的社会效益明显提高。但在改革大潮中,对于卫生防疫经费补偿机制的认识和实践仍很浮浅,至今社会上对此举仍有是与非的两种观点。本文通过对卫生防疫经费补偿这一事物产生的历史背景、现状及需注意的问题的探讨,认为卫生防疫经费补偿是改革的产物并在改革中显示出了它的生命力。它继承了卫生防疫事业的公益性、福利性特征,应加以发展和完善。卫生防疫经费补偿机制的完善应坚持正确的方向和原则,对经费补偿途径应有进一步的认识。
In recent years, the health and anti-epidemic agencies have gradually emerged from the financial crisis in the reform—a bad cycle of low social benefits. The mechanism for compensating funds has been initially established, and the social benefits of health and epidemic prevention work have been significantly improved. However, in the tide of reforms, the understanding and practice of compensation mechanisms for health and epidemic prevention funds are still superficial, and so far there are still two views on whether the move is right or wrong in society. This paper discusses the historical background, status quo, and problems that need to be paid attention to when compensating for the epidemic prevention fund, and considers that compensation for the epidemic prevention fund is a product of reform and shows its vitality in the reform. It inherits the public welfare and welfare features of the health and epidemic prevention program and should be developed and improved. The perfection of the compensation mechanism for health and epidemic prevention funds should adhere to the correct direction and principles, and there should be further understanding of ways to compensate funds.
