牡丹江市人民政府文件牡政发[1983]64号转发市计委《关于废金属回收管理工作情况和意见的报告》的通知各区人民政府,各直属工厂企业,市政府各委、办、局: 市政府同意市计委《关于废金属回收管理工作情况和意见的报告》,现转发给你们,望认真贯彻执行。搞好金属回收管理工作,是节约能源,降低铁润比,提高钢材质量,支拔四化建设的重大措施。我们各级领导同志都应当重视这一工作,亲自过问,指定专人切实抓好。市计委要认真加强管理,制订切实可行的措施,杜绝滥行收购现象;要严格控制资源外流,保证国家下达的废金属回收和上交计划的完成。废金属回收的具体工作由市金属回收公可和废旧物资回收公司按着现行分工执行,其它单位和个人一律不准经营。对废金属不得加工改制后转卖,也不准进入市场贸易。收购生产性废旧金属是政策性很强的工作,公安、工商、物资和供销等部门要密切配合,对现有废品收购网点和收购工作进行一次整顿,坚决打击盗窃分子利用废品收购部门进行销赃活动,并要加强职工教育,认真执行废金属回收的有关政策规定,切实把这项工作做好。牡丹江市人民政府一九八三年四月二十六日
