淠史杭灌区建设50年来,在综合管理上虽然取得了长足的发展和进步,但仍然存在着不能完全适应灌区性问题的变化以及社会经济发展的需求等问题。笔者偿试从灌区综合管理的角度思考灌区水资源安全的问题。
In the past 50 years since the construction of Pishihang Irrigation District, great progress and progress have been made in integrated management. However, there still exist some problems that can not be fully adapted to the changes of irrigation districts and the needs of social and economic development. The author attempts to consider the issue of water resources security in irrigation districts from the perspective of integrated management of irrigation districts.
