第一次分配重效率,第二次分配重公平,作为第一、第二次分配的补充形式,第三次分配则是以民间捐赠来弥补政府调节的不足。它有具体、敏锐、及时的调整收入弱势群体生存水平的特点。虽然慈善事业在我国有了一定的发展,但目前仍然存在很多问题。因此,缩小贫富差距,减少社会冲突,提升公众社会责任感和凝聚力就有必要大力推进慈善事业,搞好第三次分配,对于构建和谐社会意义重大。
