记得几年前一位在部委就职的好友撰写了一篇“关于建立政策法规后评估体系”的论文,并据此荣获“首届中国改革建议大奖赛”的一等奖。论文的大致内容就是用定性和定量的方法对政府颁布的各项政策和法规进行经济和社会评价。这项建议提出已经有10余年了,在我看来确实是个好建议,只是不知是否能够得以采纳。
I remember a few years ago a friend who took office in the ministry wrote an essay on “Post-Evaluation System for Establishing Policies and Regulations” and was awarded the first prize of the “First Grand Prix for China’s Reform Proposal”. The main content of the dissertation is to carry out economic and social appraisal on various policies and regulations promulgated by the government qualitatively and quantitatively. This proposal has been put forward for more than 10 years and seems to me indeed a good proposal. I just do not know whether it will be adopted or not.
