行政区划是国家行政组织的总框架,其结构的合理与否,直接影响着政府管理的效能、社会经济的发展,乃至国家的统一和民族的团结。我国现行行政区划中存在着许多与现代化事业发展不相适应的因素,但是,问题的症结何在,应该采取什么样的改革战略,却远未达成共识。笔者认为,我们很有必要对我国行政区划的历史与现状进行一番认真研究,对近几年推行的区划改革方向进行重新审度,确立一套更为科学的改革新战略。
Administrative division is the general framework of the state administrative organization. Whether its structure is reasonable or not directly affects the efficiency of government administration, the development of society and economy, the unity of the country and the unity of the nation. In China’s current administrative divisions, there are many factors that are incompatible with the development of the modernization undertaking. However, what are the crux of the problem and what kind of reform strategy should be adopted, far from reaching a consensus. The author believes that it is very necessary for us to carry out some serious studies on the history and current status of China’s administrative divisions and to re-examine the direction of the zoning reforms implemented in recent years and to establish a new and more scientific reform strategy.
