放开专营是典型失误不少人一提起公共服务领域改革,就把“打破垄断”当作不二法门,而不去分析垄断的性质和产生的原因。这不是一种严肃的科学态度。政府也属于公共服务领域,政府的垄断要不要打破呢?在大同世界的理想实现以前,恐怕是不能轻言打破的。
