亏损企业如何处置一直是国有企业转换经营机制的难题。很多地方倾向“能兼并就不破产”的内部解决思路。但兼并也并非易事,弄不好.不但被兼并企业难以脱困.就连兼并方也可能被拖入泥潭难以自拔。河北省衡水市在处置这类企业时有新招数,他们对那些应兼并而又难以一步到位的企业,采取让优势企业“先代管后兼并”的路子。目前,该市已有4对企业按照这一方式完成兼并,有6对企业正在实行代管。
How to deal with loss-making enterprises has always been a difficult problem for the conversion of state-owned enterprises. Many places are inclined to “intermediately merge without bankruptcy.” However, mergers are not easy and they are not easy. Not only are mergers and acquisitions difficult to get out of trouble, even mergers may be dragged into the quagmire. Hengshui City, Hebei Province, has new tricks when it comes to disposing of such enterprises. At present, four pairs of enterprises in this city have completed mergers and acquisitions in this way, and six pairs of companies are implementing hosting.
