无论是公益派还是商业派,小额信贷都需要在主观上或客观上帮助服务对象改善生活,从而产生社会效益从2008年地方政府开展小额贷款公司试点工作以来,小额贷款公司数量不断增多,规模不断扩张。对于小额贷款公司能否坚持“小额、分散”的原则,面向农户、微小企业提供小额贷款,小额贷款公司的政策设计初衷能否实现,在实践中出现了分化。不少实地调研反映,小额贷款公司较好地发挥了微型金融的补充作用,
