群众性文化活动是丰富人民文化生活、满足人民文化需求的重要途径，对推动社会主义文化大发展大繁荣具有重要意义。近年来，灌云县委、县政府通过制定政策保障文化活动经费，建立机制确保文化活动持续开展，打造品牌提升文化活动质量等措施，为群众性文化活动搭建保障服务体系，有效推动了城乡群众文化活动的开展。
