一九四九年一月五日盟国对日委员会第七十七次会议时,苏联代表德勒维扬哥谈到日本警察问题时曾说:『日本还有进一步加强警察力量的倾向,前美第八军司令官艾奇伯格中将曾提议将日本警察增加到十五万。吉田政府得美国政府的暗示舆支持,正在考虑将警察增加到三十尤。这样就相当于一九二六年时日本全国武装部队十七个师团的兵力。这明显的是给日本重建陆军开辟道路、严重的威胁着联合国使日本民主化的目的。一向唯美帝马首是瞻的国民党代表商震也表示『警察的增强将是日本再度变为侵略国家的基础。』
