《普通高中历史课程标准(实验)》(以下简称《课标》)是实施高中历史新课程改革的纲领性文本,对于高中历史教学的全过程具有规范性的指导作用。因此,《新课标》能否落实,成为关乎新课程改革成败的重中之重。为此,2012年6月,教育部委托北京师范大学对《课标》的落实情况进行了调研。此次调研采用分层抽样的方法,根据社会经济文化发展程度、学生的心理水平、民族区域、进入新课改的
