经济特区要向外向型发展。“外向型”指的是什么?我认为,外向型指的是特区经济结构,而不是企业。因此,讨论外向型标准,首先必须明确区分外向型经济结构的标准与外向型企业的标准。否则,很难把问题讲清。 经济结构是由多种经济因素构成的综合体,衡量经济结构内向与外向的标准也应该具有综合性。特区外向型经济结构的标准是什么,我认为,主要有以下五个方面的内容。
