在中国,许多城市规划和设立了软件园区吸引和扶持软件企业的入驻和成长。这些园区的建设对软件产业的发展及其空间组织产生了重要的影响。本文以上海市为例,在比较分析软件园区的规划布局与软件企业实际区位分布的基础上,着重探讨了软件园区的设立对产业空间布局的引导作用,并以浦东软件园为例,通过问卷调查和访谈对企业区位决策过程进行了分析。结果表明,政府的规划及政策在上海市软件产业集聚区的形成过程中起到了非常重要的作用。
In China, many cities plan and set up software parks to attract and support the establishment and growth of software companies. The construction of these parks has an important impact on the development of the software industry and its spatial organization. Taking Shanghai as an example, based on a comparative analysis of the planning layout of software parks and the actual distribution of software enterprises, this paper focuses on the guidance of the establishment of software parks on the spatial distribution of industries. Taking Pudong Software Park as an example, Surveys and interviews conducted an analysis of the decision-making process of the business location. The results show that the government’s planning and policies played a very important role in the formation of Shanghai’s software industry cluster.
