總的任務為組織督促檢查工業廳對各廠礦之生產計劃,經營任務之執行,並保證完成或超過。辦事處可以在總的計劃内調劑資金、器材、工人,對所屬各廠及倉庫和營業部是一級有權力的領導機構,其組織機構與编制為: 正副主任各一人,下設秘書科、廠務科、經營科。廠務科科長一人,科員四人;秘書科秘書一人,幹部科員一人,事務管理員二人,通訊員三人,伙夫二人;經營科科長一人,倉庫員二人,審計一人,簿記員一人,營業員二人。一、幹部管理問題: (一)儉查督促各廠技術、幹雜人員學習,根據地委及工業廳所指示之學習計劃,按期完成。 (二)科長及技術員以下人員之獎勵與行政處分由辦事處執行,事後報告工業廳。
