我国自然科学基金制是改革的产物。科学基金制实施十年来,逐步走上了健康发展的道路,作用和影响不断扩大,受到科技界和中外学者的广泛赞扬。证明科学基金制是符合我国国情,适应基础性研究发展规律的,是有生命力的,是科技体制改革的一项显著成果。一国家自然科学基金委员会自1986年2月成立六年来,运用国家拨给的平均每年一亿多元,主要做了三方面工作: (1)按照面上项目、重点项目和重大项目三个层次,以及自由申请项目、青年科学基金项目、高技术新概念新构思探索项目、地区科学基金项目、重点项目、重大项目、国际合作
