党的十六大以来的10年,是我国人力资源和社会保障事业发展最快的时期。在党中央、国务院的坚强领导下,在有关部门和社会各方面的大力支持下,人力资源和社会保障事业取得了显著成绩,对于保障和改善民生、促进经济社会发展发挥了重要作用。一、深入实施就业优先战略和更加积极的就业政策,就业规模持续扩大,就业结构不断优化,就业局势保持稳定就业规模不断扩大,就业局势保持稳定。2003—2011年,全国城镇新增就业累计达9801万人,年均增加1089万人。城镇登记失业率始终保持在4.3%以下的较低水平,实现就业规模持续扩大和就业形势持续稳定。
