2013年11月河北省发改委发布了《河北省文化产业发展“十二五”规划》,在规划中明确提出:积极利用高新技术推进文化领域的科技创新,加快发展以创意为核心,以数字技术、网络技术为支撑的新兴文化产业,合理规划动漫产业布局,促进河北动漫产业“产、学、研、服”一体化发展。这为河北省动漫产业发展指明了方向。然而,河北省在发展动漫产业上还存在很多问题,唯有准确把握这些问题出现的深层次原因,并找到有效的破解办法,河北省的动漫产业发展才能步入预期的快车道。

This pointed out the direction for the development of animation industry in Hebei Province. However, there are still many problems in the development of animation industry in Hebei Province. Only by accurately grasping the deep-seated reasons for these problems and finding effective solutions, can the development of animation industry in Hebei Province enter the expected fast lane.
