省成人教育学会成立十周年纪念会暨第六届年会刚刚降下帷幕,那一段牵动心弦的总结报告还在我的耳际萦绕:“本届年会受到最高奖励——科研成果特别奖是《黑龙江省职工大中专学校评估指标体系及量化方案》。它是三结合的产物。经有关专家学者论证,认为切实可行,已被省教委采用,作为实施方案在全省执行。对全省职工大中专学校综合评估工作做出了突出贡献,同时受到了国家教委的重视和肯定”。一项成果,赢得如此评价,产生如此影响,足以使研究者感到欣慰。然而,任何一项成果都无不凝聚着艰辛。为了探寻《方案》的出台经过、它的主体控制结构的形成,我访问了牡丹江市教委成教办高教科马士英同志。——作为《方案》的主编者之一,您对这次获奖有何感想? ——我作为《方案》主编者之一,心情是十分激动的。回顾《方案》的编写、应用、获奖,每一步工作,都是集体智慧的结晶、合作力量的成果。——教育评估在我省成人教育工作中应用尚属初次。您是否能介绍一下方案形成的过程?
