The decision on strengthening the building of the party’s ability to govern adopted at the Fourth Plenary Session of the 16th CPC Central Committee put forward the concept of governing the building of a harmonious society. This is a new deepening of our party’s understanding of the laws governing the building of socialism, embodies the requirements of the development of the times and a new mentality of comprehensively promoting party building and socialist construction in the new period.
