对外直接投资是获取国际技术溢出的一条重要途径,在促进国内技术进步、提升创新能力方面发挥重要作用。文章使用科技创新效率指标衡量创新能力,选取2008-2014年中国30个地区的面板数据,基于包络分析法测算创新效率,引入人力资本与国际研发溢出的交乘项构建国际R&D溢出模型,利用随机效应模型实证分析OFDI国际研发溢出对中国创新效率的影响,并研究影响作用的地区差异。研究得出,人力资本与OFDI国际研发溢出的交乘项对创新效率有显著的促进作用,OFDI的国际技术外溢效应依赖以人力资本为代表的吸收能力作支撑。
Outward FDI is an important way to obtain international technology spillover and plays an important role in promoting domestic technological progress and enhancing innovation capability. The article uses the index of technological innovation efficiency to measure the innovation ability, selects the panel data of 30 regions in China from 2008 to 2014, calculates the innovation efficiency based on the envelope analysis method, constructs the international R & D spillover model by using the cross-product of human capital and international R & D spillovers The random effects model empirically analyzes the impact of OFDI international R & D spillovers on China’s innovation efficiency and studies regional differences in impact. The research shows that the cross-item of human capital and OFDI international R & D spillover can significantly promote the innovation efficiency. OFDI’s international technology spillover effect relies on the absorptive capacity represented by human capital as a support.
