2004年10月28日至29日，全国建设人才工作会议在京召开。此次会议是建设系统第一次人才工作会议，会议呈现出引人关注的三大特点:第一个特点是规格高、层次高: 建设部部长汪光焘、副部长刘志峰参加会议并作了重要讲话。副部长傅雯娟主持会议，建设部总经济师谢家瑾、总工程师王铁宏等出席了会议。教育部、人事部、劳动和社会保障部、中国海员建设工会的有关负责同志也出席了此次会议。各省、自治区建设厅厅长，直辖市建委及有关部门、新疆生产建设兵团建设局的主要负责人以及部分中央大型建筑企业、建设类院校、建设部机关各司局、部直属单位等有关负责同志170多人参加了会议。第二个特点是恰逢其时、非常必要: 当前，建设人才工作的发展已不能适应建设事业发展的需要，人才短缺仍然制约着建设事业的发展。建设部在此时召开全国建设人才工作会议，指明了今后五年人才工作的指导思想和总体目体，提出要把人才作为一项重大而紧迫的战略任务，切实抓好。必将进一步加强建设系统人才工作，促进建设事业健康协调发展。第三个特点是广泛交流、相互切磋: 此次大会，湖南省建设厅等6个单位做了大会发言，内蒙古建设厅等21个单位做了书面交流。会议还表彰了53个全国建设人才工作先进单位和83名全国建设人才工作先
