西柏坡时期,中国共产党领导的解放区遭遇了多次严重的自然灾害。为此,解放区政府首先将救灾工作作为施政的重要内容,加强救灾的组织体系建设,充分调动政府、社会和个人的力量,全民动员,采取多种措施赈济灾民,以解灾民燃眉之急。解放区政府已经具有一定的防灾意识和防灾经验,通过多种渠道积极宣传防灾防疫,主动预防可能发生的灾害。卓有成效的救灾、防灾措施发挥了巨大的经济、政治作用,不仅帮助解放区渡过了困难时期,而且为建国后的救灾提供了借鉴和经验。
During the Xibaipo period, the CPC liberated areas under the leadership of the CPC suffered several serious natural disasters. To this end, the liberated areas of the government first relief work as an important part of governance, strengthen disaster relief organization and construction, and fully mobilize the government, society and individuals, mobilize the people, take various measures to relief victims, in order to solve the urgent needs of victims. The liberated areas of the government has a certain sense of disaster prevention and disaster prevention experience, actively promote disaster prevention and epidemic prevention through multiple channels, and take the initiative to prevent possible disasters. The fruitful disaster relief and disaster prevention measures have played a huge economic and political role. They not only helped the Liberated Areas to pass through difficult times, but also provided references and experiences for disaster relief after the founding of the People’s Liberation.
