政府在高职教育成本分担中具有义不容辞的责任,一方面政府应向有需要的居民提供高职教育服务,另一方面政府应保障有需要的居民能够真正获得高职教育服务。履行这种责任,应厘清政府与高职院校的关系,它们是高职教育这种准公共产品的提供者与生产者,它们之间是一种采购与销售的关系。政府与学生个人的分担责任此消彼长,政府应对低收入家庭提供资助,以帮助学生个人完成高职教育的学业。更好地履行责任,还要求建立中央、省和地市级政府共同分担高职教育成本的机制。
The government is obligated to share the cost of higher vocational education. On the one hand, the government should provide higher vocational education services to residents in need. On the other hand, the government should ensure that residents in need can really obtain higher vocational education services. To fulfill this responsibility, we should clarify the relationship between government and higher vocational colleges. They are the providers and producers of such quasi-public goods in higher vocational education. They are the relationship between procurement and sales. The burden of sharing government and student personalities shifts the gap. The government should provide subsidies to low-income families to help students complete their higher vocational education. Better fulfill their responsibilities, but also require the establishment of the central, provincial and municipal governments to share the higher education cost mechanism.
