西北电力调度通信中心结合本网的实际情况, 克服了无规范、无经验、无资料等不利因素, 率先完成了我国首例水调自动化系统的规划、可行性研究、概念设计、功能规范书编制及系统开发等工作。该系统自1997 年底投运以来, 已取得了明显的经济和社会效益。
