中共十八大以来,以习近平为总书记的党中央将首都北京及其周边区域的协同发展摆到重要位置。2015年10月,中共中央关于制定“十三五”规划的建议中,强调“拓展发展新空间”时重点谈及三大战略,其中即包括京津冀协同发展——以“一带一路”建设、京津冀协同发展、长江经济带建设为引领,形成沿海沿江沿线经济带为主的纵向横向经济轴带。
