Since the beginning of this year, the staff of the Shanghai Farming and Reclamation Cadre Department has been studying extensively and thoroughly Comrade Deng Xiaoping’s southern tour. The focus of this study is to further emancipate the mind, change concepts, and accelerate the development of Shanghai’s agricultural economy in the “three participations”. The so-called “three participations” means participating in the development of Pudong, participating in the transformation of Shanghai cities, and participating in transnational operations. This “three participations” is the need to speed up the development of Shanghai’s farming economy, which has played a powerful role in promoting the entire Shanghai farming economy. Last year, Shanghai Farms achieved an industrial output value of 30
