由于森林工业与营林业在技术进步的内涵和表现形式上具有较大的差异,因此笔者认为考核森林工业技术进步的指标体系不适用于林业,林业技术进步指标体系必须进行新的设计。林业技术进步指标体系设计的思路是:①指标体系应能准确、科学地反映林业技术进步的内涵和表现形式;②指标体系要与林业统计指标体系相衔接;③指标宜用动态相对指标形式且要求指标之间存在相互关联、相互制约的关系。根据以上设计思路建立了林业技术进步指标体系。
