社会保障制度是国家和社会为保障全体公民基本生活需要和维持劳动力再生产而建立的一种社会安全制度。社会保障制度的建立是社会发展进步的一个重要标志,同时也是保证社会稳定,创造有利于经济发展环境的主要环节。五十年来,我国的社会保障制度对于缓解社会摩擦、协调社会利益、维护社会稳定都曾发挥过极其重要的、不可替代的作用。随着社会主义市场经济体制的逐步建立,社会保障制度存在的一些突出的、不合理的问题也日渐暴露出来。为了建立与市场经济体制相适应的社会保障体系,有必要对社会保障制度存在的问题及深化改革等作些探讨。
