近年来,盗窃、强奸、抢劫、诈骗等重特大案件的侦破中需查询情报资料和利用人像照片来直接认定犯罪分子的案件占有相当大的比例。据大连市公安局近几年破案情况统计,人像资料破案占情报资料破案数的60%。目前,全国违法犯罪人员资料还仅限于文字信息的计算机管理,照片多采用手工管理。为了查出犯罪分子,办案人员和被害人常常要翻阅几百人甚至上万人的照片,不仅查询速度慢,而且查询的结果也不够准确。加上文字信息管理与照片管理相脱节,不能图文并茂地反映出一个人的全部信息,特别是对跨市区查询或辨认照片时,原有的管理方法无论在提供信息内容、照片质量和及时性上都远远不能适应侦破工作需要,严重制约了违法犯罪人员图文综合信息作用的发挥。
