为贯彻落实党的十八届三中全会关于“正确处理政府和社会的关系,加快实施政社分开,推进社会组织明确权责、依法自治、发挥作用;限期实现行业协会商会与行政机关真正脱钩”的精神,江苏省南通市按照市委、市政府《关于进一步简政放权深化行政审批制度改革的实施意见》要求,于2014年和2015年组织实施了两批市属行业协会商会与行政机关脱钩试点工作。目前,试点的68个行业协会商会已基本实现与行政机关全面脱钩,较好地完成了脱钩任务。
