本文提出在我国建立公共安全委员会的设想,并完整论述了委员会的基本内容,重点就其组织结构进行了详细研究,建构了科学合理的模型,用图表清晰展示出中央和地方各级公共安全委员会组织结构、运行模式和相关原理。研究表明,该委员会以其综合性、实用性和可操作性的显著优势,将成为我国最优的公共安全管理组织模式。建立各级公共安全委员会对于我国的公共安全管理具有重要的战略意义和现实意义。本论文的创新研究,将为丰富和完善我国的公共安全管理提供理论参考。
This paper puts forward the idea of setting up public safety committee in our country, and completely discusses the basic content of the committee, focuses on its organizational structure in detail, constructs a scientific and reasonable model, and graphically shows the public safety committees at central and local levels Organizational structure, operating mode and related principles. The research shows that the committee will become the optimal model of public safety management organization in our country with its significant advantages of comprehensiveness, practicability and maneuverability.
