區級幹部在整風文件的學習中,思想上引起了不少問题,如:‘命令主義不好,但不命令就不能完成任務’,‘命令主義雖然不好,但是為了工作,可以原諒的’,‘以後工作不好作了,上級不了解下面的情况,光要任务,光批評’,‘不違犯政策容易,可別怨完不成任务’……。從這些問題的反映中看出,在整風文件的學習中,如不很好動員与正確的掌握,很易引起幹部的消极對抗或工作束手束脚,以及其他一些可能發生的偏向。纠正幹部的命令主義,一方面要提高幹部的階級覺悟与羣眾观點,以理論与實際相結合的方法,教育幹部樹立‘全心全意為人民服務’、‘對人民負責与對黨、對自己的领导机关負責一致’、‘相信羣眾自己解放自己’、‘向人民羣眾學習’的觀點;另一方面也要教育干部学會群众路線
