人才资源是西部社会经济发展的核心资源,西部大开发的首要工程就是人才工程。目前,西部人才流失现象相当严重,致使人才资源匮乏,严重制约了西部经济社会的发展。入世后,随着大量涌入的跨国公司人才本土化战略的实施,西部将面临更为严重的人才流失。为此,重点优化人才环境,正确处理吸引人才与留住人才的辩证关系,实施“以政策留人、以感情留人、以事业留人、以优厚待遇留人”将是西部地区走出人才流失困境的重要途径。
Talent resources are the core resources of social and economic development in the western region. The prime project of the western development is the talent project. At present, the phenomenon of brain drain in the western region is rather serious, resulting in a shortage of human resources and severely restricted the economic and social development in the western region.
