去年3月27日,《国务院关于全面推进农村税费改革试点的意见》正式出台,标志着我国农村税费改革试点工作正式启动。为保证税费改革试点正常进行,防止激化干群矛盾,有关文件特别规定,各地区要暂停向农民收缴农村税费改革前的税费尾欠。对农民历年形成的农业税收及符合政策规定的乡统筹和村提留费尾欠,采取先挂账的办法,待农村经济进一步发展、农民承受能力明显增强后再作处理。但一些基层政府还是对尾欠进行了追缴,个别地方甚至出现了突击清缴的行为,引发了农民群体上访……
On March 27 last year, the “State Council Opinions on Pilot Reform of Rural Taxes and Charges” was formally promulgated, marking the official launch of China’s pilot rural tax reform. In order to ensure the normal implementation of the pilot reform of taxes and fees and prevent the intensification of conflicts between cadres and masses, the relevant documents specifically stipulate that all regions should suspend the collection of taxes and fees owed to farmers before tax reform.
