技术创新是人类财富之源,是经济发展的巨大动力。在不同的经济发展阶段,尽管其发展方向和表现形态有所不同,但技术创新一直推动着经济的发展。企业是社会的基本经济细胞,即使在以知识为基础的经济增长中,企业在社会经济中的核心作用仍然不会改变。因此,企业是技术创新的主体已成为必然。中共中央、国务院《关于加强技术创新、发展高科技、实现产业化的决定》中明确提出了企业是技术创新的主体,要建立以企业为中心的技术创新体系。
Technological innovation is the source of human wealth and a huge driving force for economic development. In different stages of economic development, technological innovation has always promoted economic development, despite its different development directions and performance patterns. The enterprise is the basic economic cell of the society. Even in the knowledge-based economic growth, the core role of the enterprise in the social economy will not change. Therefore, it is inevitable that enterprises are the main body of technological innovation. The Central Committee of the Communist Party of China and the State Council’s Decision on Strengthening Technological Innovation, Developing High-tech, and Realizing Industrialization clearly stated that the enterprise is the main body of technological innovation, and an enterprise-centered technological innovation system must be established.
