第一,要抓政企分开,切实转变政府职能。对大多数企业来说,落实经营自主权,转换经营机制,仍是当前最重要的工作。要继续贯彻企业《转换经营机制条例》,认真转变政府职能,切实把政府和企业的不同职能具体化;要加快建立和组建国有资产投资主体,建立健全国有资产经营体系。还要认真贯彻企业《监管条例》,防止国有资产的流失。
First, we must seize the separation of government and enterprises, and effectively transform government functions. For most companies, the implementation of autonomy and the conversion of operating mechanisms are still the most important tasks at present. We must continue to implement the “Regulations on Changing Operating Mechanisms” of enterprises, earnestly transform government functions, and concretely concretize the different functions of governments and enterprises; we must speed up the establishment and formation of state-owned asset investment entities and establish a sound state-owned assets management system. We must also earnestly implement the company’s “regulatory regulations” to prevent the loss of state-owned assets.
