目的应用德尔菲法建立公共卫生人员核心能力评价指标体系,为进一步加强公共卫生人员能力建设提供依据。方法综合文献研究和专家讨论拟定评价指标体系初稿,选择专家采用Delphi法对公共卫生人员应具备的核心能力进行两轮专家咨询。结果专家积极性较高,两轮问卷回收率分别为91.3%和90.5%,权威系数为0.88和0.85,专家意见协调系数为0.194和0.181(P<0.05),各评价指标的变异系数为0.05~0.23。建立了由业务能力、科研能力和综合能力3个一级指标及23个二级指标构成的公共卫生人员核心能力评价指标体系。结论建立的评价指标体系较稳定可靠,专家意见较集中,为公共卫生人员核心能力评价提供了参考依据,从而有助于进一步提高公共卫生人员综合素质。
Objective To establish the evaluation index system of core competencies of public health personnel by Delphi method and provide the basis for further strengthening the capacity building of public health personnel. Methods Based on the literature review and expert discussion, the first draft of evaluation index system was drawn up, and experts were selected to conduct two rounds of expert consultation on the core competences of public health workers using Delphi method. Results The experts were more motivated. The two questionnaires recovered 91.3% and 90.5% respectively, with authority coefficients of 0.88 and 0.85. The expert opinion coordination coefficients were 0.194 and 0.181 (P <0.05), and the coefficients of variation of all the evaluation indicators ranged from 0.05 to 0.23 . A core competence evaluation index system for public health personnel composed of three first-level indicators of business capability, scientific research capability and comprehensive ability and 23 second-level indicators has been established. Conclusion The evaluation index system established is more stable and reliable, and the opinions of experts are more concentrated, which provides a reference for evaluating the core competence of public health workers, which will help to further improve the overall quality of public health workers.
