2002年2月1日,国家邮政局发行了普30《保护人类共有的家园(第一组)》和普31《中国鸟(第一组)》两套普通邮票,并在各报刊进行了宣传,邮局门口也张贴了海报,这在我国普通邮票的发行历史上是第一次。普通邮票与纪特票一样有重要的研究价值,各国集邮家都很重视对普通邮票的研究,在邮展中占有重要地位,而且是获高奖比例最大的传统类展品。对普通邮票的研究,特别是对同一种普通邮票由于在多次印刷中所出现的版别上的细微变化进行研究考证,其乐趣更是别的集邮所无法比拟的。因此重视普通邮票的发行和研究,是一个国家集邮水平提高的必经之路。
