在探讨腐败滋生的原因和探寻反腐败措施时,常有人提出高薪养廉。“高薪养廉”这一提法听起来似乎有一定的道理,但仔细推敲,这种做法有其局限性。就目前中国的情况而言,腐败现象的大面积存在主要与我国的权力结构本身的缺陷有关。腐败实际上是目前这种权力结构下产生的一种权力腐败。我国权力结构存在的主要问题在于权力过于集中,止腐之道在于政治权力的科学配置和合理使用。
When discussing the reasons for the rise of corruption and exploring anti-corruption measures, it is often suggested that high salaries should be kept in good spirits. The formulation of “high salary and reasonable salary” sounds like a certain truth. However, careful scrutiny has its limitations. In the current situation in China, the widespread existence of corruption is mainly related to the shortcomings of our power structure itself. Corruption is actually a form of power corruption that has emerged under this power structure. The main problem existing in the power structure of our country lies in the fact that the power is too concentrated. The only way to stop corruption lies in the scientific allocation and rational use of political power.
