2006年,中评协在评估准则制定方面付出了大量努力,准则相关的理论研究和项目起草工作取得重大进展,但由于各种原因,2006年没有按年初计划发布相关准则项目。是否发布准则项目往往是衡量中评协准则制定工作好与坏的尺度。由于大部分会员并不了解具体工作情况,因此部分会员对中评协2006年的准则制定提出质疑。近日,有会员就准则制定工作致信中评协刘萍秘书长,要求中评协对广大会员“有个交待,说明原因”。刘萍秘书长对来信非常重视,责成标准部研究答复,以让会员更全面地了解评估准则进展情况。经征得相关会员同意,本刊将会员来信和标准部答复摘编如下,希望对广大会员和关心评估准则的人士理解准则制定工作有所帮助。
In 2006, China Evaluation Association made a lot of efforts in the development of assessment criteria, and made great progress in theoretical research and project drafting. However, due to various reasons, the relevant guidelines were not released as planned at the beginning of 2006. It is often the measure of good or bad standards for the development of the CRIC guidelines. As most members do not understand the specific work situation, some members questioned the 2006 NCA standard setting. Recently, a member of the guidelines for the work of writing a letter to the Secretary-General Ping Liu Ping, asked the Association for assessment of the majority of members, “there is an explanation to explain why.” Secretary-General Liu Ping attaches great importance to the letter and instructs the Department of Standards to study the reply so that members can understand the progress of the evaluation criteria more fully. With the consent of the relevant members, we hereby add the following letter from Members and Standards Department to answer the questions as below, hoping to help the general membership and those who care about the evaluation criteria to understand the guidelines.
