海淀区以“弘扬北京精神,做文明有礼的北京人”为主线,引导广大市民在学雷锋“人人可为、处处可为、时时可为”的理念感召鼓舞下,推动学雷锋活动常态化,提升社会道德水平,为创建全国文明城区营造良好的文明风尚。在建设全国文明城区的热潮中,志愿服务是一项几乎被所有城区都大力倡导的重要内容。但是长期以来,志愿服务给人们留下的印象大多流于形式,很多工作都停留在表面,并没有真正深入群众中。而更多的是一种应付式的“突击献爱心”。志愿服务未能做到常态化和均衡化,给接受帮扶的对象带来了不少烦恼。只有建立长效的爱心机制,才能让志愿服务持之以恒。在这方面,北京市海淀区又有新风尚。3月2日,海淀区发布志愿服务“爱心超市”计划,与之前的“爱
